Just for others who may have issues with this, I already helped the OP in the live chat with this.
[2:29:23 PM] Powder: i have transpose set to fire when my mp is < 1000, and i HAVE buffs 173,174,175

[2:30:23 PM] Powder: since you never can cast skill 173, 174, it will never fire
[2:30:30 PM] Powder: 173 and 174 are buffs
[2:30:32 PM] Powder: not skills
[2:31:07 PM] Powder: you have it set to cast on previous skill ids it should be set to cast when you have the buffs
buffs 173, 174, 175 are astral fire I, II, III
I also have it set to cast scathe only while the Umbral ice buffs are on , to make sure my mp fills up all the way :)
