Telecast doesn't work for me either.
Sebbs isolated the problem as the FFXIVMinion.dat file. I believe they've corrected it, try a fresh install.
I have to do a fresh install to fix the problem..?
No, simply running the updater will update the dat file.
I'm not sure how the dll would have broken telecasting though.
