When I am running the Uldah (1-15) quest profile, certain pieces of gear do not get auto-equipped. For example, the lv5 staff which is rewarded from the THM quest, and the ring of fortitude which is rewarded from another quest. There are some other pieces also.

The auto-equip during the Uldah profile is handled by the auto-equip feature and not the quest profile, correct?

Is this something I can correct myself by modifying the Uldah quest profile somehow? Is it possible to add a quest step that equips a piece of gear?

Make sure in advanced settings you have auto equip enabled.

It is enabled. When the Uldah 1-15 quest mode is being run, it does auto equip majority of the newly acquired gear as it should. But there are a few pieces that do not get equipped for some reason. For the THM profile, the lv5 staff, custom-made robe (lv5 body), and ring of fortitude are the ones that I recall.
