When the marker time hits 0s the bot still keeps trying to spam cast at the market point and wont move to a new one.. is there anyway to fix this or is it just broken?

Ensure you have at least two markers (such as one at a different fishing hole, to clear the "fish senses" every 30 mins), and that the Marker Mode is on "Marker List" and not "Single Marker."

If there is only one marker, or the Marker Mode is set to Single Marker, this will happen. If those are both correct, try Reloading Lua Modules, especially if you just placed the markers during this session.

There was 2, with marker list set, the timer just sat at 0 with it spamming cast.

I fixed it, just deleted and re-added the markers and fixed itself..

This will also happen if the level ranges are wrong. If the max was set at 50 and you were level 51, for example.
