After doing a bit of research on the subject it seems the bot knows when to use each of the hooksets on regular fish. The issue I'm running into is that it doesn't use either on rare (green) fish, despite having plenty of GP to spare.

Does the bot not know what hookset to use on extremely hard tugs? It just uses the normal Hook action while under Inefficient Hooking, which inevitably leads to fish getting away.

Is there any confirmation that the bot cannot handle legendary fish tugs? They can require either precision or powerful depending on the fish (despite being a very hard tug), so I'm afraid this might be the case.
