I created a grind marker for Golden Fleece and a skill profile to just use Mug and Spinning Edge. It never uses Mug though. I tried both Mugs from the skills list, if all I have in the profile skills is Mug it won't even attack the enemies at all. I didn't modify any settings for any abilities either. They are all at defaults.

Edit: I was able to correct this by setting 'Off GCD Skill' to False, so it will open with Mug now whenever it's available.
