Not really, you had to register your beta key before july 30th to be in this one.
really? I thought open beta means anyone can join since like it's open beta
afaik you can still get keys after the phase actually begins. I believe you can still actually get the keys now, but you will not be able to register them until the 17th.
The open beta starts on the 17th ---19th you can apply and get entry then not before
Those that were in the previous beta can start on 16th hence the confusion about being open

small question about the subscription, will it be possile to use normal subscription to bot in FF14 Arr(One subscription for all the MMominion botable games)? Or do we need buy 2 subscriptions GW2/FF14 Arr?
