Pretty sure its the former, but ultimately i have nfc.

When porting to Costa Del Sol in Eastern La Noscea It loads the Wineport Mesh. When porting to Wineport it loads the Costa Del Sol.

In case its a bug i wanted to get it out there so you guys can fix it. If its not, then if someon ecould tell me how to flip flop them it would be stupendous ^^

you could select it manually. the next time you select, it will be selected as the default.
This is how custom mesh works (if you made any that is).

both have the same mapid, so you'll have to manually select it for now, depending on where you did go. So its neither a bug nor a config problem.
