You say that markers aren't important for that setup, so I have not had the markers setup.
I have my levels setup per that video, my character was 15 at the time and I was in the zone I posted earlier in this thread.

they are not if you are doing Fate fate only if you want to grind and fate you want to set the markers to fight mobs in your correct area and level to your character. so if your level 15 you probably want to do 10 levels so taht you cover all the fates in the zone.

Bot sitting afk in town even though it's active, there are FATES nearby, and mobs within the level range.

why do people enable attack claimed, you do not need that unless you want to fight purple mobs "out side of fates" try unticking that. also with 1% it wont go to the fates till they are 1%

I'm aware that it wont go to fates until they're 1%, it wasn't going to fates regardless of % 1-99. I've tried it with/without attack claimed, didn't make a difference.

So whenever you enable the hunting log around ~20 this bot will TP to Horizon and sit there AFK in town. Think that's what triggers it, if anyone else is having this enraging problem.

What class are you playing?
