After testing it I did have FoF to execute after either Riot Blade or Total Eclipse and it seemed to use it fine during AOE rotation. If you continue to have this problem post your level and anything specific you may be able to add. Hopefully with the changes I've made with this last update your problem will be fixed.
FoF is now used properly in AoE situations, thanks! I did notice however, that Holy Circle is not used during Requiescat even with 2+ targets present. Instead he just spams Holy Spirit.
EDIT: I take it back, it uses it properly now, dont ask me what changed :D

A lot of mobs in this patch have giant hit boxes so I had to make basically every aoe a 7-8 yalm detection radius but still in packs with giant mobs like the rock dirt head with floating hands you can often end up still not within range of that. Its a difficult compromise to not make the detection radius so far that it misses too much but also reasonably detect massive mobs close enough so it may still skip an aoe due to hitbox detection range. Leviathan is a massive problem with this, literally. :/

When in AoE situation the profile uses Holy Spirit instead of Holy Circle. Any solutions?
EDIT: Fixed. All you have to do is go to Skill Profile > Eye Icon > Profile Skills > Holy Circle > Advanced Setting > Off GCD Skill <False> just like Holy Spirit.

Yes this profile should work perfectly fine for Gladiator leveling.
I've had issues with the auto-gcd detection on other skills but have used PLD in dungeons and raids with no issues. I don't know why it would have this issue for you and not me but at least its an easy fix if other people have this issue as well.

If you're doing content 54-59 goring blade is the highest potency combo. If you're at least 60 it should apply the goring blade dot then do royal combo unless aoe is allowed. I don't remember what skills are unlocked by job quests but check to see if you've done those as well. I would guess you're either doing level sync content or have not unlocked something.
