Quest bot doesn't teleport to next zone for each step, if you manually teleport it to the correct zone it'll continue in the steps though.

Turn on use aetherlytes.

actually TURN off Aetherlytes he probably doesnt have it unlocked. so the bot cant TP there. if he turns off Aetherlytes he will "Run" there going 1 zone at a time.

I tried turning off use Aetherlythes and turning it back on no change, and the bot has all Aetherlytes unlocked.
Also the bot doesn't try running anywhere with it checked or uncheck it just stays there till I manually port him to zone.
One example that doesn't require Aetherlythes is Waking Sands, I have the bot outside in West Than and he doesn't move at all until I zone him into Waking Sands.

same problem here, some time he just stand in front of quest giver as well, not doing anything
