EU NA keys has nothing to do with the "server type" it only has anything to do with the Account type and payment method. if you use EU keys you will have to pay in euro or uk pounds* . No game i have ever played has forced EU people to play on EU servers. What if i worked 3rd shifts and play when normally NA players are on game, then how would I get to enjoy the game being forced on an EU server.
