You can't use gardening/rare/etc items as slot # targets or item priorities. They'll just be ignored and it'll hit whatever it wants if you try that.
Gardening option selected should get it, if not then I'll have to check it out.
You need to also use "Toil" in the skill profile or it won't bother as well.
