The proximity check for my NIN profile is because the starting skill is Suiton, which takes 3 skills (mudras) to be casted before you can use Suiton. The proximity check is there to give you a head start in casting when you are moving towards the boss.
For Dragoons, the opener skill is Heavy Thrust, which doesn't require any charge up skills to be used so there is no need for a proximity check.
