I don't think the option checkbox for 'Ignore Moving' has ever worked for preventing actions. I think actions were perhaps flagged as casted or instant by Minion and would just behave accordingly?

Maybe the "Off GCD time" under the advanced setting section is not working either? I haven't been able to adjust that to make any difference to behaviors.
