Just figured I would put this out there,

Base Stats
Craft - 2254
Control- 2251
CP - 541

Food - HQ Cunning Craftsman's Syrup and HQ Blood Bouillabaisse

Was trying to Craft Grade 2 Tincture of Strength and was unable to complete the craft.

The 70D works flawlessly. The 35D very rarely might fail BUT if you tweek the profile just a bit it works perfect also, and it even uses Reuse if you have the CP. Don't know why it failed for you! :(

Yea It really did not make sense to me, It will 100% it Quality wise. But fail on progress.

Did it fail just once or is it a constant failure?
i can try and lower my stats to test but i have not had a single progress failure on either profiles

It was a consistent failure after HQ mats were gone. I'm fully melded with comfy melds.
With foods I am at

does not need BIS melds, when i made it i did not have them and was still completing just fine. i think sometimes minion wonks out and skips some steps, i thought about adding checks to certain steps to keep from failing but i think that would just make the synth hang without any real feedback as to what is wrong.
below is the profile with your stats, my best guess is ingenuity or manipulation is not going off. 
also someone else posted a newer profile that may work better and i posted a profile that Zanci made that may also perform better
