As soon as *anything* is targeted (even objects) the bot starts the combat routine. In my case that means burning 3 CDs and incessant error messages every time I turn in a quest or click a quest object.
As an interesting aside, it does not try to attack vanity minions.
Edit: To be clear.... "Use out of combat" is not selected on any of my abilities in the skill manager.
