how can i set up protect to be casted when in and out of party??

you set the target= player and you set the buff id in "missing buff field" as the buff id for protect.

or you can just look at how the whm profile has set up or the conj profile has set up. and just remove the tick mark from "only in party"

why dont you just copy the skill from conj default one, then paste it in to your profile.
