The reason to use Ruin 1 instead of Ruin 2 is to conserve MP so that you can sometimes fire off an extra Ruin 3 outside of trance, so, there's actually plenty of reason to do it the way it does.
Edit: DoTs are already configurable, check the advanced tab. Bump the HP Advantage/HP % to some number you find more appealing.
