warmwater Bichir (blue) just seem to warp me into area then do nothing- yes i have lattys latest navmesh

Most likely the location for the marker is not on Lattys mesh, or it could be that the bot does not find a valid path to the marking with Lattys mesh.

If you go to the location of the marker with mesh visible you should be able to verify it yourself.

To fix it you'll need to add a custom location that's already on the mesh for Smoldering Wastes or extend lattys mesh to cover the area where LedgendaryFIshing wants to drop it's marker.

FYI, I updated fishing to use the 200 ms movement timing for sync like yours. Also fixed automatic failover for markers and some other fixes. May want to check your overrides just incase...

While I got you on the line, some things the fish task could use:
Player.status == 58 is also viable for powerful hookset (massive tugs that ledgendaries give)

Using patience is also subject to the "The fish sense something amiss.." message, so the function will need to count up the number of cast attempts to not stand there and trying to spam patience.
