It actually has higher potency than Fire 4 if you use it after the DOT has run for a certain number of ticks, so it actually should be used sometimes.

For this case you have to add a new Skill Prio

Cast Thunder when:
Thundercloud procc active
+ Thunder DoT < 6 secs.

Using this might ruin your 3.0 rotation since you don't have a lot of time to waste if enochian is up and in the case if you got more than 1 Thundercloud proccs in 1 enochian Rotation.

Ofc you are right: Thunder in General got the highest potency (390 Thunder vs 280 Fire IV).

Thunder 3 + DoT 6th Tick = 310 Potency > 280 Potency Fire IV

But what if you fail your Rotation because of wasting several GCDs by casting instant Thunder (2 or more)?
It's going to be a bigger DPS loss than your thunder is giving you if you're not able to do the full Rotation and fail it because of not being able to refresh Enochian cause you wasted 2 much time in casting Thunder.

Better ignore Thundercloud during enochian is the better choice.
