if its just for lvling use Manipulation and Ingenuity if its for hqing then this may work

FOR LEVELING? How do you get these stats? Im level 60 and ive JUST got 395 Cp, And Im only at around 610 Control.

HQ Boulliabase. I've found that just being a higher level allowed me to use Dur 40 rotations.
