I have noticed that the use out of combat flag for skills is not being observed. Example, the default Gladiator skill manager set uses stone skin in it and has use out of combat checked. It will still cast stone skin if it is not up even with a mob beating on me. I would assume if it is use out of combat that it would csat this before it engages a mob or wait till after it is no longer fighting to cast the spell.

I've noticed this bug too. I watched my WHM engage a mob and mid fight it would keep recasting stoneskin when it wore off. Out of combat was definitely checked in the skillmanager.

As I know, the flag doesn't prevents a skill from using it in combat. It just allows it to be used out of combat too.
