If you want to do this particular order what you can do is this:
Steady Hand -> step >= 1 step <= 1
Waste Not -> step >= 2 step <= 2
Basic Touch -> step >= 3 step <= 6
Steady Hand -> step >= 7 step <= 7
Basic Synth -> step >= 8 step <= 9
Although that won't work just now, new version coming in about 10-15 minutes which will allow this to work :)
Ah ok, I was playing around too see if it will cast a re buff with its gone for steady hands hehe thanks.

ymko not sure what happened but i upgraded to 2.0.1 and lost my leatherworking profile, now when i try to go in and edit the individual abilities the popup configuration window for the skill ability does not show up.

Basically open your file and change:
CT_Prof=Weaver
to
CT_Prof=Leatherworker
It's a bug, gonna fix it soon, but to avoid this make sure that everytime you save, profession in skill book matches the profession of the profile :) Also tricks of the trade should be GOOD or GOOD, not GOOD or NONE :)
Also rename the topic to [CraftingTool] Profile name <Profession> with the brackets, so it stands out :)

Some ID is off.. you need to find them manually, had same problem with my goldsmith.
Masters mend is 100077
Basic Touch is 100076
Careful Synthesis I dont have myself, so can not see it, so so not know if this is off... you can see it in the dev tool under ActionListInfo, Typefilter: Crafting, then find it in list..
